Yeah, it does sound like a DeoVr specific issue, and not system wide. And unfortunately I don't have a lot of expertise in SteamVr.
But I do have one suggestion - this may be a faulty codec issue. Can you try re-installing your codecs using the instructions below? Then re-install deovr as well for good measure?
You may have done this already in the past, but it's possible that an update in the meantime messed something up so that they are not working with DeoVR correctly. Even if other apps are fine.

Also, one other small thing. After the above, also set the process priority in task manager to 'High' for both steamVR and DeoVR.
Very curious to hear if this makes a difference at all.
While we're at it, let's also rule out network stability/packet loss. Can you run this test for 30 minutes, and share the results:

In DeoVR settings, can you disable DirectShow?

CraveDastry hello; personally (and I'm not the only one, maybe headsets other than quest): since December deo lag; so for me personally the only solution: use an old version of deo; and it doesn't lag.
sylvan I've tried that, older version has same issue

Still seeing same issues on my Quest 3. Site is basically unusable. Can’t get more than about 5-10 seconds into a video and it hard crashes / boots me out. Yes, clearing cache and does nothing. Net speeds are fine. Local files in app work fine.

@diwanga , for you, does the stuttering problem happen also only DeoVR via SteamVR? Or are you also seeing it on DeoVR via Quest PCLINK (deovr from quest store)?
I wonder if it's specific to DeoVR on steam....
