Yeah, it does sound like a DeoVr specific issue, and not system wide. And unfortunately I don't have a lot of expertise in SteamVr.
But I do have one suggestion - this may be a faulty codec issue. Can you try re-installing your codecs using the instructions below? Then re-install deovr as well for good measure?
You may have done this already in the past, but it's possible that an update in the meantime messed something up so that they are not working with DeoVR correctly. Even if other apps are fine.

- Codec Tweak tool, click 'Preferred Decoders' under Win7DSFilterTweaker. For h.264 and HEVC, make sure LAV is selected for both columns.
- In LAV Video Configuration, enable hardware acceleration, D3D11.
