My 2 cents is that this is working now; it just works differently than before and the way they're displaying it in the UI is weird.
The way it has worked for the last few years is that when you download your first video, it sets off a 6 day timer from that moment and counts down from there. At the end of the 6 days, it resets to 30 and you could download 30 videos that day.
The way it seems to work now is what I'd call a "rolling window" where it's counting how many downloads you've done over the last 6 days. The "reset" date now seems to be telling you when your limit will next increase, but not necessarily to 30.
So, if you downloaded 5 videos every single day, each day you'd get a message that was like "will reset in 23hrs 59minutes" but it would only open up 5 new slots because your total for the previous 5 days would be 25.
This makes sense, their communication on it has just been really bad, they switched how it worked without explanation, and the UI presents it in a pretty confusing way.
If you file a ticket, they'll give you an exact list of every video you've downloaded and you can verify what I said here against your own downloads vs current limit.
