Basically it comes down to $$$. Studios have the ability to shoot in higher resolution, but the cost of mosaic jumps dramatically when doing so. What's more, until only a few months ago, DMM/Fanza had a 4K limit for VR as well so there was little need for studios to shoot any higher. It's also important to note that even now for JAV VR, studio revenue is almost entirely (way over 90%) derived from DMM. Even though SLR offers a greatly enhanced experience compared to a site that still looks like it last had a UI upgrade in 2003, that's where their focus will remain until Japanese demographics change.
Why is JAV such low video quality?
Slow and steady more and more jav is shot in 8k nowadays. The 4k limit probably had a lot to do with their horrible drm on their videos.
Anyways, give it time. Especially for it all to trickle down to SLR.

There is more and more good 8K JAV vids around nowadays. Give it time sooner or later 4k JAV will be a thing of the past.

Spoken partly in jest, but there is a valid point here. The less you have to worry about production costs, the more you can concentrate on your own vision. This is the reason why 2D content utterly eclipses VR content, cos it's easy enough to make that anyone can present their own creative vision without having to dumb it down for the lowest common denominator...

It's a shame those studios lack foresight and record in such low quality
VR headsets can only get higher resolution and pixel density, internet streaming can only get faster..
So many videos recorded in poor quality that will look worse and worse as time goes on
It's like how studios film in 1080p 2D when 4K 2D has been around for over 10 years now!
The cost of a 6K VR camera is tiny for those big studios, well worth the investment even for small ones. Who knows, maybe they are actually recording in higher resolution but only release crap quality due to streaming limitations on their websites.
