So I've figured out my speed issue, and maybe this will help any other guys who are having a similar issue.
I was getting very slow (3mb/s) download/streaming pretty much no matter what I tried: with a VPN, without a VPN, trying a bunch of different SLR servers and various tests with Tony from SLR Support, etc. Nothing was improving it beyond the very slow speed, which was a pretty recent issue that came up in the past few weeks.
Just for fun to absolutely guarantee it wasn't an ISP throttling issue (even though I was already sure it wasn't), I downloaded a different VPN than the ones I'd tried before. Bingo, it worked.
That was literally the issue: it was my ISP throttling, but the problem was that the VPN services I had tried using to test this initially were various free or "sample" versions of their VPN, and had severely limited options as far as which servers you could select to use. So the servers that the free VPN's defaulted to were poor ones, and gave me entirely inaccurate info and slow speeds as a result. With an actual full VPN, I've tested a handful of the 100+ server options available with it, and so far every single one has been at the very lowest 3x as fast with MB/s download speeds from SLR.
TL;DR: even though I was sure it wasn't an ISP throttling issue, it was. And using an actual full VPN solved it.

So who has good VPN recommendations? I'm not having a speed issue with downloads here but streaming in other ways.
mikestwitness So I ended up going with HotSpot Shield myself. They had an inexpensive 3-year plan, reviews I read pointed to them as generally having the fastest download speeds, and they had a 45-day no questions asked refund policy, which I would have just used had it not solved my own issue with download speeds.
It's nothing fancy and no doubt there's probably better VPN's for others, but tbh for my own uses I didn't need anything too crazy. But there seems to be plenty of choices of providers that are all fairly inexpensive.
justsomedude101 Thanks, I need to find a chart that I saw a while back. It had many providers listed with many different factors and yes/no boxes. Things like selling user data, how long they keep records if they do, countries it is available in, mobile and desktop applications available, and many more.
I'll list it here if I can find it. If it's not too out of date.

Very interesting case:
OK, so the issue was with Windows. Other devices were really fast on the SLR speed test, so I went searching for a solution. It turned out Windows was throttling my browsers to <30Mbps.
I followed the instructions here: https://www.ghacks.net/2016/08/05/windows-10-limiting-internet-speed/
I set "global autotuning level" to "Normal" and now I'm getting 100+Mbps on the SLR speed test and 300+Mbps on the cam server.
Really strange, and this actually helped a lot!
doublevr I tried this and it actually decreased my download speeds substantially. I went from 120MB/sec to only 20MB/sec speeds.
metichemsi what exactly did you try?
doublevr what that article on the link you quoted suggested changing, the auto-tuning settings
Followed the steps outlined just like in the instructions and it immediately dropped my download speeds. As soon as I reverted back the settings to normal my speeds jumped back up. That's it.
metichemsi It's not a universal fix for everything
We have had a good amount of users where this did resolve the issue.
