4K and 8K are the resolution of the video. It's the number of horizontal pixels in each frame of the video. This is measured differently from non-VR videos where the 4K and 8K refer to the number of vertical pixels. In practice, the resolution of an 8K VR video is usually equivalent to that of a 4K non-VR video.
True 8K is supposed to mean that a video was originally recorded by the camera at 8K resolution and has not been artificially scaled up in size. A lot of studios have been recording at lower resolution and resizing the video to 8K, without any real quality increase.

The resolution (4K, 8K) is a property of the video, so it affects PC and headset users equally.

Yes, a difference in the size (dimensions) of the video. Often a higher number will mean it looks better, but as you noticed, that's not always the case. It really depends on how the video was produced.
westboi96 Some times I find videos labeled 4k that look miles better than videos tagged 8k or True 8k, even videos from the same studios.
How good a video looks is a product of many factors, including:
- the camera used and the dimensions of the video captured by it
- the lighting on the porn set
- how much the video was tampered with during editing
- the headset used to view the video
- and a lot more
