Indeed some accounts get banned for breaking ToS as well as some users being denied from accessing the services for a lifetime.

Fle-666 We already see your tickets, long story short: when there are many attempts for puchasing the subscription within a short amount of time and some of attempts failed, the system protects the user from fradulent purchases and temporarily freezes the account.
