That sucks to hear. I also have a Pico 4 and it sounds to me like the device gets stuck during the startup sequence. Usually the Pico logo should only appear for a few seconds until the main menu shows up.
I suggest you contact Pico customer support. Perhaps there is a way to reset the device using a sequence of buttons on the device. It does seem like a software issue to me. Otherwise, you should return it for a new one.
