Slow ISP or VPN - Preload Videos in the App?

I have to use VPN in order to use the SLR app (Samsung S8 with Gear) due to my location. As a result, I have a very slow, laggy experience in the app. Videos take several minutes to start. Moving forward or back also causes delays. I have tried lowering the resolution and using a VPN router (for better performance), but at the end of the day, my download speeds are just awful.

Does anyone have any suggestions on how to download the videos ahead of time to be used with the app?

I am getting 1.03 Mbps using that test. Pathetic, I know. I am experimenting with other VPN services and may be able to get up to ~3.0 Mpbs if I switch providers. In either case, is there a way to upload the video in the phone beforehand and have the app use it locally as opposed to streaming it?

Thanks for the advice. Is there a limit to the local storage capacity in the app (other than the free storage space on the phone?).
