So, I'm a moderator for two VR models on this platform. The behavior you have witnessed as described above is certainly not the norm. Usually what happens in a situation like this is that the models will perform the actions in the order the tipped request was given, and they will perform said action on the required site (and camera) as sequentially needed.
What also should be noted is that not all users are saints, I hope the whole story is being told here, because many users haggle. Models usually feature a tip menu, and this can be ignored by users at their own peril. For example, if a model asks 500 for a strip, but you come into a room and dump 150 requesting a strip without even checking, well... tough luck. I don't think any of us offer discounts to our bosses, we expect to be paid what we're entitled to for the services we provide, same thing here. In a situation like this the model (at least the ones i moderate) will still try to perform some action to compensate you for your tokens, but obviouisly, if you underpaid vis-a-vis the menu, do not expect her to perform the action you requested.
As for your question about sincerity, the ToS of all sites basically states that the model is free to chose what services to provide and how, and also, to decline them. The reasoning behind this (among other things) is that users can not get away with unreasonable requests (eg here's 5000 tokens, now take a dump on that pillow), or anything the model does not feel like doing (remember you are dealing with human beings here).
In the end, the system is self supporting and should in most cases give the best result for user and model. If a model keeps being insincere her revenue will plummet, and yes, you can file complaints about a model on any of the sites and they will get scolded for this by their respective studio. But like i said above, if you do this, be sure to tell the whole story and make sure the model is indeed of ill will. Remember that in most cases moderators and/or admins are watching the stream, and sites log all chats and transactions.
