IAANAL. On the family porn front, from what I can see based on the actual wording of the bill (I got GPT to read it because I'm lazy), the banned material will be:
- Any depiction of real incest (so long, Onlytwins)
- Any depiction of real step-incest
- Any depiction of pretend real incest (bye bye Rachel Steele)
- Step-porn where any participant pretends or 'appears' to be under 18 (this could fall foul of the existing CSAM legislation anyway because, technically, normal porn with someone who 'appears' to be under 18 can be prosecuted as such)
This will be another law on the books that will rarely be enforced, except as a bonus when someone gets arrested and they find this on their devices but not what they were actually looking for. Short of a prolonged and expensive campaign to track down all sources of such porn on the internet and then discover which UK citizens downloaded them (good luck with that), there can't be proactive enforcement any more than there is with the current extreme porn legislation. However, it should certainly be enough to force sites that do have this kind of content to block access from the UK and prohibit UK payments etc, bringing the UK's North Korea-style government-approved content only splinternet closer to reality. That's the ultimate wet dream here.
There are elements in the UK that want to see porn go back to the situation from the early 2000s - hardcore effectively banned entirely. It was technically possible to do that back then, though it was also quite easy to find it if you really wanted it, certainly post-1992. The internet changed everything, and it's not going to change back short of basically totalitarianism, but they keep plugging away at it anyway. Some people just want to control everyone's lives. I tell you, if I were young enough to make a life somewhere else, I'd leave this miserable repressive shithole of a country behind in a heartbeat.
