I don't know about best in the world definitively, but I've found that JAV VR from the major labels has some of the sharpest video now that they've mostly transitioned to 8K; their color grading is outstanding, and they rarely have zoom size issues anymore (side eye at certain Western VR studios). The mosaic issue also has pushed them to emphasize facial and upper body shots more than Western VR since staring at a closeup of a mosaic isn't all that interesting, and I also agree that they generally do better at intimacy because of it. The iconic JAV position is sitting facing cowgirl with the pornstar staring into your eyes, which is probably easier to set up for JAV given the average Japanese pornstar is petite. Of course, for some types of scenes like anal where the whole point is a view of the crotch area, JAV VR isn't very good at it. I'd say some studios like Deepinsex have also improved their sitting facing cowgirl filming to be about at par with JAV VR nowadays.
